In terms of scheduling, room availability, expectations, permission, and so on, what would we need, structurally, to bring in more opportunities for deeper listening?

Look at yourself as an individual.
Where are the areas where you would like to set up a strategic plan to improve your own listening skills?
Pick several areas you would like to invest in, and be specific about how and where you will practice this deeper listening. What is it you would like to develop, and how will you do that?
Step 4
Come together for a larger group discussion about the structural changes that are possible in your organization that would support the development of these capacities.
